We are looking for an experienced Federal Health Business Development Specialist to join our team!

About the Role

We are seeking a Business Development Specialist to join our talented, dynamic team providing support services to ICA’s corporate staff and growing business development activities in the federal health space. It takes fine-tuned skills to effectively market company capabilities and craft the right solution to everyday challenges customers are facing. As a member on our Business Development team, you will be involved in researching competitors, partners, and opportunities as well as strategic outreach and engagement - all to help the company grow strategically and successfully.

The Business Development Specialist will be tasked with assisting with long-term strategic direction as part of our team. This individual will conduct market research, provide support for public health accounts, and perform business analyses functions to inform recommendations to ICA’s leadership team. The focus of this role will be on opportunity research collecting information across the Federal government and healthcare related industry partners and competitors to continually improve the company’s understanding and preparation in pursuit and award of government contracts.

Please note: To be considered for this role, applicants must have business development experience in the federal health government sector.

Required Qualifications

  • Bachelor’s degree
  • 2-5 years of experience in sales, business development or other related field and preferably within the government contracting industry and specifically the civilian federal health market.
  • Experience working federal public health agency accounts or with data science or IT and software development services is preferred.
  • Have a strong work ethic and are eager to learn and create connections with prospects.
  • Excellent communication and interpersonal skills and the ability to collaborate effectively with cross-functional teams
  • Must be able to travel within the United States on a quarterly basis.
  • Demonstrated ability to work solo as well as being a productive team member.

Responsibilities include (but not limited to):

  • Analyze business operations and strategies to identify new opportunities.
  • Provide detailed market intelligence and analysis for specific federal departments and agencies.
  • Conduct in-depth research on federal government contracting opportunities utilizing GSA eBuy, SAM.gov, Deltek GovWin, Agency-specific procurement forecasts and websites, FPDS, and other common research tools.
  • Conduct opportunity analysis, developing assessments based on:
    ₋ Solicitation Size, Scope, and Complexity
    ₋ Alignment to core competencies
    ₋ Past Performances and Corporate Experience based on solicitation needs and program goals
    ₋ Development of initial Probability of Win (PWIN) analysis
  • Support Business Development Leads in opportunity identification and initial qualification based on pre-defined account plans, capabilities and meaningful customer, partner and “insider” relationships.
  • Conduct competitive analysis to identify key players in the federal contracting space within the health, technology, and defense sectors.
  • Research potential strategic partners, subcontractors, and teaming opportunities to enhance our competitiveness.
  • Research and analyze historical company data and collaborate with cross-functional teams to gather information to support market research and proposal efforts.
  • Support Capture Manager with further research and evaluation of identified opportunities to ensure it meets acceptable criteria (vehicle, NAICS, set-aside, capabilities, etc.).
  • Support teaming arrangement coordination including data calls.
  • Support Market Survey/Request for Information process activities from identification, qualification and review of response requirements to content development and submission.
  • Support pre-RFP data calls and capability matrix development.
  • Utilize ICA opportunity tracker for pipeline maintenance and opportunity management. Continuously update opportunities to ensure all applicable information is captured for visibility amongst the team.
  • Support vehicle management by monitoring task orders that are released and forecasting potential task orders that may be released on our targeted vehicles.
  • Research marketing and industry event opportunities and communicates to staff.
  • Track and attend Business Development and Industry Day Events. Support preparation of marketing materials needed for events.
